Ordered list can't be moved up and down to change position

Sequential list notes, would like to add: drag the list to change the order of sub-lists or the main list order.

I'm a heavy onenote user, I would buy this program if it could do the basic text note function of onenote, and I'm sure onenote users would use this program as well.
